For the Western Cape you can find a directory of government facilities
- http://www.westerncape.gov.za/eng/directories/#facilities

The site is currently broken at the moment but I recall it containing
gps coordinates.

If you have the energy - you would be doing a great public service by
collating all this information and releasing it as open database.
