[OSGeo Africa] Erven in Cape Town

Adi, there should be a 27 digit SG code as well as a 21 digit SG code both
of which would be unique in this case.  If you are using the 5 digit code
there will be repeats across the metro.  Also the erven layer is
notoriously buggy, do not confuse it with the original diagrams on title
deeds.
