Hi, the problem is that the government spends millions on ESRI software. As
a matter of fact ESRI sells them ArcGIS Advance licences, with some of the
extensions and charge the government the yearly maintenance fee.
Now I'm not sure what it costs, but we all know how ridiculously expensive
ESRI is, but it's most likely in the millions.
My point is, unfortunately the government is spending allot money on ESRI
licenses and as a result they have to employ people that can work with ESRI
products. It's a shame because our government can save allot by just
switching to open source.
