[OSGeo Africa] Municipal boundary demarcation

Hi Aslam,

The DB is still posting the 2011 Ward boundaries at that eddress.  The
coastal polys from Mtubatuba northwards still have that 6200 m extension
into the Indian Ocean.  This must have fuzzed a lot of density calcs over
the years.  Is there a name for this aberration yet?  There by Kou-kamma in
the south the sea-grab is 1000 m. Are there other issues besides the
generally crude adherence to natural boundaries? Do they fit the cadastres?
Yes, we can all just fix it but great if there was a reliable source
dataset.
