Aslam,
Every time I have queried what appeared to be obvious errors in the data where it does not follow cadastral boundaries, I have been told by the Demarcation Board that the shapefiles are absolute and if a house is 1cm the other side, it’s another municipality. Since such limits are gazette, they in fact cannot be altered, even to fit the obvious cadastral boundary. They don’t gazette the properties, but the map.
Thousands of people have lost out on receiving houses in Housing programs because of such bad ward delineation practices.

The DB is still posting the 2011 Ward boundaries at that eddress. The coastal polys from Mtubatuba northwards still have that 6200 m extension into the Indian Ocean. This must have fuzzed a lot of density calcs over the years. Is there a name for this aberration yet? There by Kou-kamma in the south the sea-grab is 1000 m. Are there other issues besides the generally crude adherence to natural boundaries? Do they fit the cadastres? Yes, we can all just fix it but great if there was a reliable source dataset.

I did see the one using "another layer", but that is problematic as when one is digitising (say) a town road network you would want to honour the straightness of the roads and then intersect them afterwards.
If you're doing it while digitising I would rather set up snapping perfectly then node intersections while digitising. As simple as stopping a line and starting a new one instead of just clicking a vertex at an intersection.
Hence "popping out" to other facilities just messes up your work-flow.
Will look at the scripting options - for now this is just a training exercise in teaching digitising principals.
