    Have you actually tried using that IP ?

    That IP takes me to a normal http webpage -- from where 
    you can access ....

    "TO VIEW SPATIAL CADASTRAL DATA-CLICK here"

    Which just takes you back to 

     404 - File or Directory not found

    or -- Square One
