[OSGeo Africa] Upcoming GIS tenders - Tzaneen (good) and Oudtshoorn (terrible)

Hi all

Here’s a nice tender to write up the requirements for a GIS for Tzaneen: https://etenders.treasury.gov.za/content/request-proposal-establishment-gis-system.

I can’t make the briefing session on Thursday (anyone want to go in with us and represent us there?) but I hope a bunch of you can make it and compete for the tender to help ensure proper open specs are drawn up. 

This one on the other hand is a very dodge tender for ESRI licences in Oudtshoorn: https://etenders.treasury.gov.za/content/formal-tender-td-031019-supply-delivery-and-installation-capped-geographic-information. Again, illegally specifying brand names and completely non-open nor fair. It also does not specify when the briefing session is, nor are the tender documents available for download. 

I hope a bunch of you can follow up on that one, submit objections, attend the briefing session, generally apply some activism to get it re-issued properly.
