[Australia] migrating the list to Aust-NZ

Given the issue of making the chapter a combined Aust-NZ one has been
raised several time in the recent past without objection, I'm going to
ask Tyler to change the list name[1].  All going well, there should be
no disruption when it happens.

[1] Strictly speaking, we will be creating a new list and bulk
subscribing everyone to the new list.  Same result.
