System Administration Committee (SAC) Motion

Folks,
I have prepared a new agenda item for our meeting today to consider
a motion to form a System Administration Committee:

Essentially this regularizes the loose working group already established
to manage the Telascience systems for OSGeo. But I felt it was necessary
to give a clearer mandate and status to this very important effort.
I have consulted with Norman Vine on this but not yet with Howard or John
though I don't forsee any major issues.
The board should note that:
o the SAC will not need to pass it's policies and procedures through the
board for approval, though it remains subject to direction from the board.
I'm trying to avoid unnecessary work for the board and delays for SAC.
o I do expect us to have "system" costs in the future, and these will of
course be subject to board approval. These might include extra hardware
hosted at Telascience, needed software (ie. Windows license, dev tools,
etc).
In the wiki we have had the following document for a while. It is intended
to provide a venue for coallating infrastructure (ie. system services) needs.
Should this working group become active I believe it would just be to make
recommendations to the SAC. It may be that it's role is subsumed by SAC
solicit input from the various stake holders.
