[OSGeo-Board] Infrastructure proposal/assessment - item for tomorrow?

During the board meeting today, was there any consensus on the  
following points?

Granted, these are my personal opinions on what needs to happen :)   
But I assume everyone else will agree they need to be addressed if  
you truly want to move forward in a timely manner.
