http://www.atlassian.com/software/confluence/ imho.
It's non-free, but free to open source projects and non-profits. The
costs for a commercial license are actually pretty reasonable.
Best free one is maybe http://www.mediawiki.org/wiki/MediaWiki ?
http://twiki.org/ is also a pretty good one...
