Forgot to chime in on the other bits. As far as translations, that is
up to you. What I have done in the past is ask fellow developers to
do this. Translation services are not always up to the task of
technical translations. Add in the specific domain and it gets rather
complicated. Another resource is the Google language tools or
babblefish.
As for user groups, I'd lay out a general charter for goals of the
groups and how you communicate. Translate it and start
evangelizing. We can also start up additional email lists that
cater to a particular language, which also helps attract people in
other countries.
