OSGeo-Board Local Chapters, Translation, etc

I'm +1 to create a root international-discuss list right away.  From 
that they could hopefully make recommendations to the board of what they 
want.  Local user group stuff, localization sub-projects, ect.  If they 
want to move it to @translations subproject we can leave it to them to 
decide.
