[OSGeo-Board] The next round of board members

  Feel free to tinker with it directly there.

On that text I changed the vote at board.osgeo.org list to be readable only 
by the secretary and designated board member(s), as it was noted that a 
closed voting is a bit more comfortable for those worried about 
offending people they didn't vote for.
