Local Chapters

Hi,
just a short reminder that we all might want to have a go at the local 
chapters page in the wiki:
http://wiki.osgeo.org/index.php/Local_Chapter_Guidelines

We want to stabilize some of this content asap to give local chapter 
initiatives a chance to get started with a formal understanding of what 
they are doing.

To bring this issue to a broader attention we should advertise it on the 
international and discuss lists (if I was supposed to do this please 
forgive me for reminding myself here publicly but tell me anyway).

While browsing the OSGeo project list 'Africa' sprang to my eyes as a 
proper domain of its own:
https://africa.osgeo.org/

This is a cool thing but I do not remember having voted for creating the 
Project Africa? Knowing that I don't know anything I checked the board 
agenda and it was mentioned here:
http://wiki.osgeo.org/index.php/Sixth_Board_Meeting

...but does not appear explicitly as a project with domain at osgeo.org 
in the corresponding minutes:
https://www.osgeo.org/content/foundation/meetings/board/2006/2006-03-31_BOD.txt
