[OSGeo-Board] board.osgeo.org visibility

Not sure why it logs someone out of the system. I think that the  
message gives that impression even though that is not a true  
statement. As far as visibility, all I need to do is click a button.  
We can create a private email list for sensitive matters and all  
other content can be freely seen.
