[OSGeo-Board] FW: [VisCom] OSGeo Promotions/Workshop in Vietnam

[Michael P. Gerlek]

I didn't think the Board needed to get involved -- my understanding was
that:

  - $500: at committee chairs' discretion
  - $1000: at committee chairs' discretion, with consent of treasurer
  - >$1000: at Board discretion

Do I have this wrong?
