Well, you asked me:
"This is over my $500 remit, so your agreement is needed."
I asked the board what they thought because I'd like to exercise my
discretion in this case with the team. In effect you're asking OSGeo if
it's worth 20% of Tyler's travel budget to recruit amongst 150 people in
Vietnam. I don't know anything about Vietnam and GIS so I thought I'd
ask for help.

I didn't think the Board needed to get involved -- my understanding was
that:
- $500: at committee chairs' discretion
- $1000: at committee chairs' discretion, with consent of treasurer
- >$1000: at Board discretion
Do I have this wrong?
