Open Attendance

Thought it would be a good idea to start the afternoon session with  
an OSGeo State of Union type address.  Try to bring everyone up to  
speed on what has been accomplished, where we are headed and open the  
discussion to what is missing.  I added the topic and started an  
outline, I'm sure I've missed a lot.

If you get a chance, could you review the accomplishments and add/ 
edit/delete as you see fit.
