No thanks, no interest in taking on the organization of a funded  
travel program, that's a whole undertaking in and of itself,  
particularly the separating of the "worthy" from the "unworthy".

In the absence of a global policy, I will simply issue the answer  
"no, we have no travel funding available" and let folks work out side  
deals as necessary. Sponsors know who the project contributors are,  
and they know who we are.
