Gary,

Most of the discussion took place in October:

The motion was voted on in November by email:

There are no minutes as far as I know.

One could make the case that the conference committee should have passed
the decision on to the board for confirmation, or at least for the sake of
awareness.  I suppose some of that got assumed since Tyler, Arnulf, Markus
and I were involved.
