[Board] Voting charter members and Election of the Board of Directors

I see in this several threads knotted together.
1/ Bylaws (human-readable) describing the process
2/ Expansion of Charter membership
3/ Ruleset for Board re-elections
4/ Someone taking responsibility for running the process.

Yes, as i understand it, only the charter members, this is the only
reason they exist and only 'power' they have above regular members.

Right now we can 
a/ expand the charter membership first, then hold board elections
b/ stay with existing core, plan properly to expand charters *next* year

Value of b/ - less confusion, less effort
Value of a/ - more inclusion, broader representation 
No strong opinion. Who decides? Appropriate for the Board to decide?

What about the ruleset? We discussed at the last telecon ISTR that a
'rump' should stay on for continuity and thus not stand for re-election.
Collectively amongst the 9 of us + Tyler we should decide what N is
and thus what 9-N is. N is probably 3 or 4. 

There was a good process last year which seemed to work - everyone
having V votes where V == 9-N where N is potential new board members.
Chris, as you ran this round personally perhaps you have commentary. 
 
I think it would be wonderful if Tyler could take on the specifics of
running the election, e.g. collecting the email, harassing people who
haven't voted, sending reminders, tallying votes etc. Unless anyone
else thinks they have yet more time to volunteer.

I'd like to start a thread in which each of the 9 of us describes our
opinions about wanting to stay in, re-stand, or possibly stand down.

Our current pseudobylaws don't reflect this reality, so this is
probably a priority, to have this described in draft somewhere
pre-authoritative on the wiki.

Section 3.5. Election and Term. Each person named in the Certificate
of Incorporation or elected by the incorporator(s) at the organization
meeting, as the case may be, as a member of the initial Board of
Directors shall hold office until the first annual meeting of members
and until his or her successor shall have been elected and qualified
or until his or her earlier resignation, removal or death.

At the first annual meeting of members and at each annual meeting
thereafter, the members shall elect directors to hold office until the
next succeeding annual meeting. Each director shall hold office for
the term for which he or she is elected and until his or her successor
shall have been elected and qualified or until his or her earlier
resignation, removal or death.
