[Board] VisCom budget request

Dear Board:

VisCom has prepared a budget play for FY07, totally $85K and described
at http://wiki.osgeo.org/index.php/VisCom_Budget_2007.  We would like
you to review this at your next meeting, for either approval or
rejection with constructive feedback, as need be.

I will plan to attend the next board meeting via IRC for any questions
that come up; Tyler will undoubtedly also be there.
