[Board] Charter Membership Process

Folks,

I've drafted a proposed membership process, and also factored out the
concept of CRO (Chief Returning Officer)

As before, barring any substantial concerns I would like to circulate it
on the discuss list tomorrow.  It somewhat arbitrarily suggests we add
15 new charter members per year.

The CRO page is at:

and contains the potentially contentious suggestion that charter members
who haven't voted in board or charter member elections for two years will
be dropped from the rolls.
