[Board] Board Elections - proposed procedure

Folks,

I have had an action item to draft and circulate a board election procedure.
I have done so, on the wiki at:

If there are no serious objections I will circulate it as a draft to the
discuss list for feedback tomorrow evening or so.

Now to work on something simmilar for charter member election.
