[Board] GDAL Maintenance Contract

Board members,

OSGeo will be signing a new GDAL maintenance contract for the September to
December period for up to $12700 USD depending on hours billed and travel
expenses for Mateusz Loskot to FOSS4G.  This was duely approved by the GDAL
PSC, and will be paid out of GDAL project specific sponsorship funds held
by OSGeo.

This email is just a "for your information" so it is understood what
substantial financial activities are ongoing.
