Paul,

This looks solid to me and I would have no problem approving it.  Do you
consider this budget to be just a clearer statement of the one proposed
by the LOC and approved by the Finance committee?  If so, you can just
go ahead and make a motion to approve it (and implicitly the LOA with GISSA)
here on the mailing list.

If you (or Gavin?) are concerned that it materially differs from the LOC
proposed budget, then you should really get the LOC to agree that this is
the budget it is proposing before we approve it.
