[Board] 2008 FOSS4G Budget Re-Loaded

The thrilling sequel.

This is the budget with currency conversions, a fresh clean look,
yellow cells where you can change constants, and a line-by-line review
on my part. I have some outstanding questions on a couple of the
estimates with the LOC, but the core finding ("budget basically
balanced given probably outcomes for attendance and exhibition")
remains the same, in my mind.
