I would suggest listing both addresses on the web site "Contacts" page:

   http://www.osgeo.org/feedback

with (presumably) the Vancouver address marked as "preferred".  I would be
interested in knowing how to view scanned documents coming to OSGeo if that
is practical.

I think your approach to handling things sounds good!
