I'll join somewhat in my concern about proper areas for ED to focus  
on.  The "somewhat" is because I am not enthusiastic about saying  
"don't do that" when I don't have a follow-up "do this instead!".

I agree that the Journal is probably a bad effort/reward proposition,  
at least for ED time.

I agree that "increasing relevance" is a key goal.  And that doing so  
requires more external facing.  Getting published in existing venues  
would be a good step.  Answering "why OSS" and "why OSGeo" for users  
and funders.  Try to move beyond the theoretical, into the practical: http://postgis.refractions.net/documentation/casestudies/

But I don't have a good, prescriptive set of directions. Part of that  
being because what the foundation is "selling" still not definable, so  
making recommendations on sales isn't easy.
