Congrats at the progress in the incubator!

I am surprised to hear, though, that there was only one proposal to host
the OSGeo conference in 2009, after last year's four.

I would really like to hear from the Conference Committee any
thoughts about how to attract more proposals, insight into why groups
who were rejected in previous years didn't re-apply, etc.
