[Board] US ARRA Broadband mapping

Brian --

Would you mind sending an update to the Geodata list on your activities --
at the least as an FYI?  It would be nice to make sure that these activities
of OSGeo get discussed and documented on the public facing lists (yes, I
know anyone can join the Board list, but that is not the intention).
Following up on your comments on IRC, please also feel welcome to document
your work on the wiki making sure to add a category tag for geodata.
