I think that relates to a couple of the things I just noted - only 836 paying 
registrants in the @1000 budget.  Whereas the other scenarios had a smaller 
difference between the headline number and estimated number of registrants.  
The @1000 said 50 non-paying guests (worth 23k), but really treated it like 
164 (75k).  Plus an increased management of 5k.
