[Board] OSGeo AGM at FOSS4G?

Simon,
It seems that the OSGeo AGM (which has been in past FOSS4G events) is 
not on the 2009 program yet.

I suggest that we put it on the last day, Friday, after the closing 
ceremony. (and before the code sprint weekend)
How long should be allocated for the AGM? 1.5 hours?
