[Board] foss4g marketing [was: facilitating FOSS4G continuity]

Last year we bent travel costs that were to be used by Tyler to get
someone from the Sydney team to join up with the ZA team. It was a most
unofficial thing and pulled through at last notice. The reasoning was ~
that we need someone at the OSGeo booth and it would be good to have
someone from the next team look into what the previous team did.

I suggest that we also make this possible for the Barcelona team. If
anybody has a good suggestion which budget to use please speak up.

Its on the board meeting agenda for this Friday.

Why has the conference committee never requested to have a budget for this
kind of thing (hint hint...)?
