My thoughts were more toward the future - the in future RFPs, it  
might be prudent to include some requirements on making a number of  
free passes available for future FOSS4G organisers as guests.  (Most  
organising committees give free passes already to certain third-party  
media)  Just so organising committees don't have to be asked later  
on, only to answer they do not have it in their budget :)  Then there  
is the idea of paying someone's way to attend the event, but that's  
obviously a bigger issue.
