I have incorporated the OSSIM incubation graduation item.

The board could direct such a thing, but it might be more straightforward
to just advocate this on the incubation committee.

I find myself trying to avoid travel and in fact I am not currently expecting
to attend FOSS4G so face-to-face time is difficult for me.
