[Board] MOU Template

[Tyler Mitchell (OSGeo)]

Based on the Nottingham MOU, I pulled together this as a template for others 
to use in the future.  I'm going to also review the OGC MOU (anyone have the 
final copy handy?  I've got a near final draft copy at the moment.) and see if 
more should be incorporated into the template.

Comments, further ideas?
