[Board] Re: Cief Returning Officer for OSGeo Board elections

The last board meeting doesn't seem to have approved a number of
Charter Members to add this year. Or are we not adding any? If you
want to do a Charter Member process, it's unlikely you can complete
the Board election before FOSS4G.
