[Board] Re: Cief Returning Officer for OSGeo Board elections

Well, not entirely true, if you told me right now I might just be able
to tally up the Board election results on the plane to Barcelona. Last
year it took about 40 days to run the Charter process and then the
Board process (and that was partly because the Charter process didn't
go to a vote).
