[Board] OSGeo naming

To clarify what I wrote, my text 'my preference is for "the
Foundation"...' actually means 'my preference is to use "the Foundation"
to differentiate the OSGeo big boy from a local chapter'. I think this
is exactly what Daniel followed up with.
