[Board] Endorsing Africa event...

I've been talking with Tim Sutton and he and a group in South Africa are
coordinating an local chapter event.  They'd like to get an endorsement
letter they could use to increase their credibility in coordinating the
event (see attached).  I'd like to sign this for them and just passing
it by the board for any concerns/issues.
