Actually I noticed those exact words in the 2012 RFP. It has been in
every RFP apparently.

possibly. However some of our best FOSS4G events are not the most
profitable.

Possibly. Would you see it as being part of the RFP then? I would
agree with you if that would be the case. (then everyone bidding is
aware beforehand) In the case of 2012, it would not be fair to force
this on them, in my opinion (I am referring to the financial
responsibility for the advisor role).
