[Board] Motion: (Strike 2) Authorizing FOSS4G NA 2013 Agreement

Hello all,

+1, sharing Cameron's considerations.

The detailed agreement enables us to estimate the workload required
from the Board for the present event, thus allowing it to take
informed decisions on supporting other events close in time.
I also encourage other OSGeo event organisers to provide such
information.
