[Board] GSoC 2012 - administrator nomination

Hello Board,

Google Summer of Code 2012 has been announced [1,2] and OSGeo is
welcomed to participate, as it did successfully in past years.

Wolf Bergenheim has been OSGeo SoC primary administrator in past
editions, with the help of Hamish Bowman as co-administrator. Last year
I've been co-administrator as well.
This year Wolf plans to mentor for GRASS GIS, therefore I'd ask the
Board for the nomination as primary administrator, with Wolf and Hamish
as co-admins.
