[Board] First Latin American Conference of Free and Open Source GIS

Hi Maria,

Please do add this to the agenda for our next board meeting, which is on
Thursday July 12th. We will discuss it there, and if you would like to
attend on IRC you're more than welcome. If you can provide us with a rough
idea of costs, and if you have any funding from elsewhere, that would be
really useful.

Thanks for getting in touch, and thanks Jeff for getting the ball rolling
with this discussion!
