Venka,
I am referring to the Elections page [1] which is a verbatim copy of
last year's, so does not really help at all.
Let's do some web archaeology (*):
The elections process page gives more insight, actually it was a change
edited by Frank explicitly disallowing weighed voting, see here: [2]
The change was a regular agenda item on the 2010-01-07 [3] Board meeting
and has been approved by the board. Everything open and correct.
It was brought in as an amendment of wording by Paul Ramsey [4], Jeff
McKenna and Tyler and supported by Christopher Schmidt.
The corresponding explanation can be found on the IRC log, search for
"08:03:33" at: [5].

You can add an item to the next board agenda including an explanation
why you suggest a change back.
We have discussed direct Charter Member votes before and it is still
simply not practical, we will not get anywhere. As CRO I am having the
closest experience with Charter Member responsiveness you can imagine.
It is hard enough to get the board attend regular meetings and cast
votes, anything more than that wont work.
