[Board] Draft announcement regarding FOSS4G 2012

+1 from me, though that's implicit maybe :). Cameron had some suggestions
and I'm fine with those if we want to incorporate. I'm traveling and pretty
swamped today and tomorrow, if anyone else wants to make final tweaks feel
free.
