[Board] Draft announcement regarding FOSS4G 2012

Hi Peter, and all,
Can we go ahead and publish this? It's been 14 days already since the
Beijing LOC sent their cancellation email.
We got +1's from Daniel, MPG, Jo, Mark and Arnulf. Do we need votes from
everyone?
