[Board] Marketing budgets

Dear All,

I'd like to revisit the discussions we had in Seattle about marketing, and
specifically about the possibility of there being some money available for
local chapters etc to get their own stash of marketing materials together.
I don't mind admitting that I have an ulterior motive for kick-starting
this discussion, as I'd very much like to investigate this as a possibility
for the UK chapter.  However, from the other perspective, having raised
this question on the marketing list, it seems like it falls to us to
provide the marketing committee with some guidance, enthusiasm and new
blood at the moment!

Specifically on the issue of providing funding for local chapters etc-
Cameron pointed me at this page on the wiki:
http://wiki.osgeo.org/wiki/Exhibition_Pack. In the past we kind of relied
on Tyler to ship us marketing materials when we needed it, and I imagine he
did that for other chapters/groups as well, but obviously that's not an
option now. I can see there is a big issue with managing people's
expectations as to how much money is available and how the budget should be
spread across the year, but I would like to discuss setting up a process by
which chapters/groups can apply for small amounts of funding and be
approved (or not) based on specific criteria.

For me, this is quite urgent as the local chapter is facing the same
"disappearing sponsor" problem that the global foundation faces, and I have
a couple of events coming up where an OSGeo presence would be extremely
useful for profile-raising- one is educational and we already have a stand
there but not much to put on it, and another is a potential event with
Ordnance Survey- at which we would very much like to put on the best show
we can!
